If you're willing to spend dozens of hours on a racing game, there are probably only two reasons: either it packs in enough content, or it genuinely has something in the driving itself. Forza Motorsport clearly belongs to the latter. Its strongest suit isn't some flashy selling point, but rather that increasingly clear sense of vehicle boundaries—the more you drive, the better you understand why you made mistakes, and what to adjust on the next lap. This feedback is very solid, and it's precisely the most definitive improvement over Forza Motorsport 7.

But it's not strong enough to ignore all its problems. The regression in the upgrade system will continuously slow down the pace at which you build a long-term relationship with this gameplay loop; the content cycle, while engaging, relies more on multiplayer spec racing and the driving itself to hold up, rather than unfolding naturally through rich layers; as for the story, it can basically be considered non-existent. Considering it's a title released less than five years ago, I won't make excuses for it with "era limitations"—these shortcomings are shortcomings in the current experience.

Is it worth the time? If you're a series veteran, or if you genuinely care about the differences in tires, grip, and limit control, yes. It has a sufficiently solid core. If you're looking for a well-rounded racing game that balances progression, narrative, and spectacle, then lower your expectations a bit. What's good about it is very specific. And very narrow.
