Craig Duncan Resigns as Xbox Game Studios Head After 14 Months, Leaves During Major Restructuring

Craig Duncan has officially stepped down as head of Xbox Game Studios (XGS) after 14 months, according to a report from The Game Business. His resignation lands as Xbox restructures under new CEO Asha Sharma, who last week announced sweeping layoffs and studio closures. Xbox has not publicly responded to requests for comment.

Duncan assumed the XGS role 20 months ago, but his Xbox roots run much deeper—he led Rare for over a decade, overseeing Sea of Thieves from concept to launch. This background gave him a deep understanding of the studios under him, among them Halo Studios, The Coalition, Double Fine, and Undead Labs. His key tasks included steering major projects like the Fable reboot and deciding which games stayed exclusive versus going cross-platform.

In an internal email, Duncan said his core mission was serving the studios and front-line developers he oversaw. He pointed to multiple successful launches and solid revenue—a record that suggests performance wasn't the problem. Sources say the real issue was that top-down restructuring left little room for changes at the studio level. As studios closed and workforces shrank, the coordination Duncan had been building was effectively shut down by the restructure.

Effective immediately, all XGS business will report directly to Chief Content Officer Matt Booty. Booty now faces the challenge of stabilizing a struggling studio group while navigating the same brand reorganization that prompted Duncan's departure. Flagship franchises like Halo and Fable remain in limbo, though the June Xbox showcase may offer the first real look at Booty's plans.
